Policy Intelligence Research Center
The Policy Intelligence Research Center develops core technologies that transform national AI full-stack capabilities into national policy decision-making intelligence, in response to intensifying AI sovereignty competition and the acceleration of public-sector AI transformation. To this end, the Center is establishing the Policy Intelligence Reference Architecture (PIRA), which integrates policy data and knowledge, forecasting and causal analysis, policy simulation, policy AI agents, and trust, security, and sovereign operation technologies into a unified structure.
Focusing on fiscal and economic policy as its flagship application domain, the Center is developing an explainable, high-resolution, real-time tax revenue estimation system, AI agents that support the management of fiscal programs, an AI-based framework for multi-domain fiscal planning and management, and data-sovereign, domain-specific AI technologies for tax revenue estimation.
Furthermore, by integrating the fragmented fiscal decision-making process of budget formulation, deliberation, evaluation, and management around data and AI, and by implementing trustworthy policy-AI governance premised on the final judgment and accountability of human policymakers, the Center aims to contribute to a virtuous cycle of national finance and the strengthening of national competitiveness.
