R&D Innovation with Open Source
Information and communications technology (ICT) continues to advance and has greatly contributed
to the development and survival of humanity. Now, ICT is in need for yet another innovation. With the
need for sustainable ICT innovation, the effectiveness of such innovation will be maximized in lockstep
with col aboration and cooperation. In particular, open cooperation-driven research and development
activities have a key role in overcoming human crises through knowledge sharing, resource efficiency,
quick answer and response, international cooperation, and finding sustainable solutions.
Open source is a tool and culture that kickstarts innovation based on sharing and col aboration and
will enable establishing a sustainable R&D ecosystem based on voluntary participation and open
cooperation. Recent technological developments in the ICT field are already being driven by open
source, and open source is emerging as a driver of innovation in future vanguard technologies such
as AI, cloud, IoT, 5G, metaverse, quantum computing, and semiconductors. The Ministry of Science
and ICT’s recent announcement of a software promotion strategy puts a priority on building an open
source innovation ecosystem through open cooperation and incentivizes the use of open-source
software for improved software competitiveness on a national scale. Open source has now become
a key R&D portfolio in the active field of research and development in government-funded research
institutes, playing a key role in sharing and spreading research results.
The Electronics and Telecommunications Research Institute embodies the vision of “Technology
Pioneer Ushering in the Future through Digital Innovation” in the pursuit of sustainable growth by
securing digital leadership and ESG management innovation, based on open source playing a key
role to achieve this goal. We contribute to growing a win-win and cooperative ICT research and
development ecosystem centered on government-funded research institutes, while paving the way
for improving the quality of software research and advocating an open research culture. In this way,

StrategyandPolicy
The use of open source has continuously increased in the software industry and R&D
environment, with efforts to innovate the research culture through open and share-
based collaborative research being carried out through open thinking.
Recognizing this paradigm shift in the software industry, in December 2020, the Korean
government amended the “Software Promotion Act,” in order to stipulate the promotion
of open SW-based research and technology development. Through its announcement of
the “Higher Value-Added Software-Oriented Software Ecosystem Innovation Strategies”
in June 2021, the Ministry of Science and ICT plans to push innovation in the Korean
software industry ecosystem using open source SW.
With its vision of “Maximizing research outcomes by establishing and operating of an open
source-based open R&D innovation platform,” ETRI seeks to achieve research culture
innovation by setting detailed goals, such as strengthening risk management for increased
open source use, enhancing its collaboration-based development environment for
sustainable community activities, developing experts by conducting open source activities,
and promoting a community-based cooperation culture. To this end, ETRI has established
internal open source policies and implemented relevant systems, while continuously
improving them. It also implements basic open-source governance measures by operating
the Open Source Committee, Open Source Special Fellows, and an open source review
system. ETRI operates the ETRI Open Source Center, an organization taking charge of
more systematic and efficient open source governance. It has recently began operating
an open R&D platform and open source compliance system to support open source
R&D activities. In 2021, ETRI became the first government-funded research institute to
obtain a certification as an organization that complies with the ISO’s OpenChain Project
international standard (ISO/IEC 5230:2020). As such, ETRI is an internationally recognized
institution with reliable open source SW development capabilities.
Sharing its experience and achievements in implementing open-source governance
through open source community activities with dedicated institutions, other government-
funded research institutes, private research institutes, and universities that plan and
prepare for open software R&D, ETRI will continue to contribute to actively creating an
open R&D ecosystem.

R&DModel
ETRI offers support for establishing and carrying out the most optimal R&D implemen-
tation strategies, in accordance with the nature of the diverse forms of projects
concerned. It proposes different forms of R&D models, depending on the times and
methods for development of the SW results that have been developed or are being
developed through the R&D process. The open source R&D execution models aim to
advocate open cooperation as the most important value, kickstarting continuous R&D
innovation through cooperation with internal and external organizations.
ETRI has supported free and continuous community activities for internal and external
participants, and these activities have been established as a new collaborative R&D
culture centered on promoting open-source communities and government-funded
research institutes. The open source community-based collaborative R&D culture
results in strengthening internal R&D capabilities in internal projects and kickstarting
R&D innovations and changes within ETRI, and serves as the foundation for creating an
open R&D ecosystem as an important medium for sharing innovation.
ETRI has established an open source R&D standard process and operates the ETRI
open source compliance and community platform. Through this, we aim to maximize
future ICT R&D research results through open R&D innovation by facilitating open
source activities centered on government-funded research institutes.

ResponseSystem
ETRI responds to enterprise-wide open source governance by cooperating with all
departments, including R&D, planning, and administrative departments, centered
around the Open Source Center, a dedicated organization. We provide various support
for open source-based research activities, including training and consulting through the
communities and open R&D platform, and have established a close cooperation system
with relevant administrative departments for supply chain management.
Based on the system for kickstarting open-source R&D, we facilitate cooperation and
support with various departments, such as planning and administrative departments and
regulations, quality, project, intellectual property, purchasing, assets, global cooperation,
and public relations. Additionally, we cooperate with the government and related
organizations on issues such as revitalizing open source R&D and improving policies and
systems to revitalize the open-source ecosystem. We also provide technical and activity
support to third-party enterprises and communities when they need support.

OpenSourceCompliance
As the use of open source is expanding worldwide, open source compliance is recognized
as an important part of ETRI’s R&D process beyond simple testing.
ETRI has established and operates an open source compliance2 management system
to respond to open source risks3 that may occur when using open source in the R&D
process. An appropriate response system is implemented to minimize open source risks
at each stage of software development, software development completion, and software
deployment. At the software development stage, an automated open source identification
function is unofficially provided through integration with repositories and a compliance
system. For the development completion and SW release phases it has mandatory
processes in place. To this end, we operate an open-source license verification process
that checks and takes action for open-source license violations and identifies security
vulnerabilities. Results of open source software license verification include compliance
of the open source used with license obligations, patent retaliation provisions, security
vulnerabilities and dependency assessment results. Additionally, open source risks
are minimized by requiring ETRI to go through an open-source review process before
distributing software results externally based on verification results.
ETRI’s open source compliance enhances verification functions such as license verifi-
cation, security vulnerability and dependency assessments and is growing advanced
with automation to maximize the convenience of verification in the development process.
Additionally, we plan to minimize security vulnerability incidents, which have emerged as
a major issue recently, and develop a system to establish a safe software supply chain
management system.

As a systematic process to carry out R&D more effectively and efficiently, the ETRI
Research and Development Standard Process consists of project management process
categories, lifecycle process categories for carrying out various projects, development
support process categories, organization-based process categories, and process coor-
dination process categories.
The community management process, software disclosure process, and open-source
software management process have been added to execute open source R&D tasks,
while open-source research activity plans, outsourced software results management,
disclosure, license verification, repository, and community management have been
added to existing processes.

Increased cyber security threats and strengthened regulations and requirements to
comply with licensing regulations in each country and region4 require SBOM (software
bill of materials)-based software supply chain management.
The conceptual framework of ETRI software supply chain management operation is shown
below, and through SBOM, all stakeholders can quickly identify software components,
dependencies, and security vulnerability information without scanning software results.
The scope of software supply chain management considers both the lifecycle of
software and stakeholder perspectives/interests to ensure the quality, reliability, and
safety of software.

The Research Department helps protect the safety of software results and intellectual
property rights by identifying and sharing risks related to compliance violations and
patent retaliation clauses through software supply chain management.

SoftwareSupplyChainManagement
ETRI’s R&D environment makes it more difficult to secure the reliability and safety of
software results on account of increased software complexity in terms of the use
of open source software, increased cybersecurity threats, changes in development
methodologies, and regulatory and compliance requirements.
As a result, the need for open source management for outsourcing software results has
emerged, and the regulations for open source R&D activities have been established.
Open source management for service research and contract research was officially
institutionalized and implemented, since 2021 and 2023, respectively.
The open source disclosure officer (ordering manager) shall
establish an open source management plan, verification plan,
and disclosure plan for software results in outsourcing service,
prototype, and contract research plan.
The open source disclosure officer (ordering manager) shall check
the order plan and open source software license verification
results when inspecting the software results for outsourcing
service, prototype, and contract research results to confirm that
there are no risks associated with internal use, disclosure, or
technology transfer, and consult with the inspection department.

For transparent disclosure of software results and technology transfer, ETRI operates
an open source review system to systematically manage open source, intellectual

OpenSourceCommunity
ETRI publishes research results through various open-source projects. It is essential
to kickstart open source projects and communities for public projects to continuously
develop and spread. In particular, free community activities of internal researchers as
well as external developers must be guaranteed.
ETRI recognizes the importance of community and makes various efforts to enable
open source projects and communities to grow in concert. ETRI provides community
activity guides on project governance, operation methods, license management, and
the role of code contributors and users, driving forward efficient research activities
centered on open source projects. It also provides a collaborative repository for open
source project activities and online/offline collaboration space. We also facilitate our
researchers to work in open source communities and provide external contribution
guides for safe community activities.
ETRI regularly holds open source project developer meetings to share ETRI’s
experiences with successful open source projects, communities, and developers,
survey the difficulties of project management, and provide sufficient support to resolve
them. Additionally, ETRI’s open source projects, such as Cloud-Barist and TANGO, hold
community conferences to share research results with the community.
ETRI hosts an ETRI Open Source Tech Day (EOST) event to support exchange and
cooperation between developers and communities and stimulate interest and
participation in various open source activities. As an event co-organized by various
participating research institutes, EOST plays a role in sharing and spreading the
achievements of the participating research institutes.
ETRI has formed alliances with participating research institutes to create an open
source consultative body, while also kickstarting various open source activities
between participating research institutes.

infrastructure that supports R&D activities and provides various functions to maximize

provides a CI/CD pipeline to support project development, testing and deployment with

ETRI has independently constructed and operates its own open source compliance
system, OLA5, so as to minimize the open source risks of the R&D software used. OLA
is an open source compliance system that manages open source license conflicts,
response issues for source codes containing patents, and management issues of
preventing the use of code at risk to security vulnerabilities.
OLA operates the basic process of issuing license verification results after performing
license verification, security vulnerability and dependency assessments for all software
imported into ETRI or distributed externally. To this end, ease of use is increased
through automatic execution of source code scanning and open source information
analysis functions as well as automatic generation of verification results, and ETRI
provides rich open source-related information such as attribute information of open
source licenses, license information for each version of open source, and security
vulnerability information. Additionally, SPDX and CycloneDX standard formats can be
provided to manage SBOM for safe software supply chain management.

OpenSourceAcademy
ETRI provides various training for our researchers to improve their open source-based
R&D capabilities. In particular, customized training is conducted according to each
member’s role to enhance the effectiveness of open source education. Recently, given
the ever-growing demand for open source education from members, ETRI decided to
develop the Open Source Academy to provide high-quality customized education at all
times.
Our ETRI Open Source Academy is an online video education system that provides
researchers with video content in various fields related to open source and users with
individual lectures to watch freely, and enables education managers to design and
provide training courses/programs appropriate for the training target group.
These courses/programs can include not only videos produced by ETRI but also videos
from external platforms such as YouTube. The training is designed as a course in which
individual courses are organically combined and customized courses are provided for
each training target group.
ETRI plans to develop various educational contents that meet the needs of researchers
and continue to improve researchers’ R&D capabilities and open source management
capabilities through our Open Source Academy.

Through the proprietary open source public website, ETRI plans to kickstart the
external dissemination of ETRI development open source projects and research results
and to facilitate the public’s use of ETRI’s research results freely.

ETRI provides various open source education programs to strengthen research-driven
capabilities to perform open source R&D. ETRI’s open source training is divided into
training targets for new employees, open source developers, business managers,
and managers, and training is conducted to strengthen the researchers’ open source
capabilities.
Open source training courses/programs regularly invites external experts to conduct
offline lectures, practical exercises and expert seminars, and online education is
available at all times through educational videos. In particular, online education plans
to expand the quality and quantity of education services through the Open Source
Academy platform and educational content development.
ETRI will implement various customized training options for open source R&D
innovation, enhance researchers’ understanding of open source governance and open
source business processes within ETRI, and drive open source R&D activities.

ETRI responds to open source governance through the Open Source Center and is
making continuous efforts to support open source-based R&D activities. As a result of
these efforts, researchers’ experience in open source activities is expanding every year,
and the proportion of researchers using open source in research projects continues to
increase.
In line with growing researchers’ awareness and open source use, it has also become
important to improve open source management systems. The number of license
verification, service management and review cases is increasing due to the expanding
scope of open source management within ETRI, with the growing demand for
advanced processes and systems as well. ETRI plans to identify various requirements
for research-driven open source activities and reflect them in processes and systems
for improving work efficiency and strengthening the governance system.

Given the share of open source usage growing gradually, ETRI divides business model
development using open source R&D results based on open-source practicality value
and sales value classification models accredited to Eric R. Raymond, a guru of the open
source movement, and presents an open source-based commercialization guide from
the stance of a government-funded research institute.
Open source business models are broadly divided into practicality value-seeking models
and sales value-seeking models, and the definitions, procedures, considerations and
examples of each business model are presented by dividing them into product-based,
service-based, and product + service fusion types, depending on whether the revenue
source is a product or service. At any rate, service-based models mainly undertaken by
organizations that do not develop public software are excluded, because they are not
related to open source R&D activities.(See Appendix 1 for details.)

should be commercialized, license definitions for commercialization of software results
containing open source, whether open source is included, and the scope of software

It also resolves issues that may occur between open source used when disclosing
developed software results and open source licenses to be disclosed, and also
supports patent management measures according to the scope of the disclosure.

OUTREACH ACTIVITIES

ETRIOpenSourceTechDay(EOST)
ETRI has been hosting the ETRI Open Source Tech Day event since 2020 to innovate
R&D and create an ecosystem through open source.
The ETRI Open Source Tech Day 2023 was held on October 11, 2023 under the theme
of “Strengthening the open source R&D ecosystem for win-win cooperation.” Seven
government-funded research institutes (Korea Institute of Science & Technology
(KIST), Korea Food Research Institute (KFRI), Korea Institute of Energy Research (KIER),
Korea Atomic Energy Research Institute (KAERI), Korea Astronomy and Space Science
Institute (KASI), Korea Aerospace Research Institute (KARI), and Korea Research
Institute of Chemical Technology (KRICT)) in concert with ETRI jointly organized the
event and shared the R&D achievements in aerospace, chemistry, energy, nuclear
energy, and astronomy by the government-funded research institutes. Kicking off
the affair with the opening message from ETRI Vice President Kang Seong-won,
presentations on topics such as keynotes, open source and ecosystem, open source
R&D, community and developers, and open source compliance were given, and various
programs such as panel discussions and hands-on sessions received keen attention.
The event, held offline, was a success with about 300 people participating. ETRI
released a video of the 2023 Tech Day event on the ETRI YouTube channel, and the
event program presentation materials were also uploaded to GitHub for the public to
check the event materials at any time.
ETRI will continue to host this event to share and spread open source R&D achievements
to the outside world and strengthen cooperation with other government-funded
research institutes, open source communities and companies.

Based on this, ETRI continues diligent efforts to upgrade and complete an open source
compliance system. In relation to this, ETRI plans to carry out the following work in the
next year.
International standard certification of
ETRI’s open source governance
(December 2021)
Launched as a project to define open source compliance management standards and processes
that began in 2016 under the Linux Foundation’s initiative, OpenChain is operated with the voluntary
participation of companies worldwide. OpenChain has been issuing international certifications by
evaluating each organization’s open source compliance capabilities, including open source license
compliance and security vulnerability management. The OpenChain standard, which is an open
source compliance standard, was adopted as an international standard (ISO/IEC 5230:2020) in
2020, with its range of influence expanding, while the open source security assurance standard
was also adopted as an international standard (ISO/IEC 18974:2023) at the end of 2023.
ETRI shares various compliance issues and response
cases with other domestic organizations and reflects
them in the advancement of ETRI’s compliance through
activities of OpenChain-KWG, the Korean user group of the OpenChain project. ETRI
also contributes to the operation of OpenChain-KWG through active participation in
the Legal Subgroup among OpenChain-KWG. ETRI plans to reflect accumulated open
source compliance operation experience in standardization initiatives in the future.

CompliancewithInternationalStandards(ISO/IEC5230:2020)
Since establishing the Open Source Center in 2017, ETRI has been working to establish
and upgrade an open source governance and compliance system. To this end, work
has been underway to establish a compliance system that complies with international
standards. As a result, on December 10, 2021 ETRI became the first-ever government-
funded research institute in Korea to achieve a certification for fulfilling the international
standards for open source compliance (OpenChain, ISO/IEC 5230:2020).

ETRI participates in standardization activities required for
open source software development and utilization through the
PG602 project group under the TTA Software/Content Technical
Committee, a domestic standardization organization.
The Software/Content Technical Committee organizes and operates project groups
for embedded software, open source software, software quality assessment, web,
metadata, smart autonomous vessels, electronic document expression/accessibility,
CPS, and metaverse content to support standard development in the domestic
software and content field and the development of domestic software/content
industries, with open source software being managed by the PG602 project group. The
main activities of PG602 are as follows:

• Open source software supply chain management (SBOM, SPDX, OpenChain, etc.)

using open source. Additionally, a culture of government-funded research cooperation
can be created through open source community activities. In particular, contributions
to ESG management are expected by kickstarting win-win cooperation and sustainable
research between government-funded research institutes through collaborative
activities under the auspices of the consultative body.

In August 2022, the Open Source Center launched the Consultative Body of eight gover-
nment-funded research institutes (the consultative body) under the National Research
Council of Science & Technology to strengthen community-based collaborative R&D.
The consultative body is working to foster cooperation and development for an open
source ecosystem of government-funded research institutes with the aim of spreading
a culture of open source community collaboration, building a governance system for
each government-funded research institute, increasing awareness of open source,
and kickstarting open-source research. It has also built and operated Open CP (Open
Community Platform) to share open source information among government-funded
research institutes and support collaborative activities in concert with the communities.

PublicCooperation
ETRI is actively cooperating with other organizations to realize open innovation using
open source and create an open source ecosystem.
Notably, we signed an open source business agreement (LOI) with LG Electronics
in 2021 to implement FOSSLight, an open source management tool, in the research
environment and to cooperate in responding to government policies and creating an
open source ecosystem environment. In April 2023, we signed an LOI with the Korea
Expressway Corporation, a Korean public institution, and are collaborating to build the
Korea Expressway Corporation’s open source compliance system by sharing ETRI’s
open source development and operation experience.
Additionally, we have engaged in discussions with various enterprises such as
Samsung SDS, the Korea Financial Telecommunications & Clearings Institute, and KISA
for security vulnerability countermeasures and open source compliance issues related
to the SW supply chain and SBOM.
ETRI will continue to kickstart open innovation in open source activities through active
cooperation with industrial organizations and contribute to driving corporate profits
through safe open source use for domestic companies.
