• There are e-Navigation developing
companies, but integrated system
has not been developed in Korea.
For commercialized VTS radar, IMO
recommendations of conditions of
distance and bearing resolution
needs to be adapted, but there are
no development in Korea.
• Kongsberg Norcontrol IT (Norway)
has developed VTMIS product and
has commercialized the world-wide
control center. The company has
released many product series that
supports marine traffic operation
and management, and is developing
various technology such as
frequency diversity technology and
improved tracking efficiency.
• SIGNALIS (France) has developed
and commercialized STYRIS VTS.
The company has developed
expansion technology for various
external sensors and video tracking
technology using video combination.
• US has promoted the development
of border control technology and
safety technology for its national
security. EU and Japan is developing
marine traffic control system using
domestic technology and for early
market occupation.

▣ Technology Trend
Ships are provided a wide range of information from increased operational
experience of VTS and development of IT. Enhance marine safety as well as
affect passage efficiency, security, and logistics through active control. And
extend VTS functions centered around Europe.
•
EU has promoted the development of next generation technology that supports
marine traffic through FP program. Integrated information service form is
provided through safe and efficient processing information. The information is
gathered from dynamic and static information of ship, sea weather, terrain, and
environment using multiple projects that connect real implementations of e-
Navigation in 2012-2020.
•
ETRI has researched danger management based technology such as tracking
technology using radar video on electronic chart and technology that provides
algorithm of col ision risk and col ision avoidance of multiple ships. High-speed
tracking module was used to develop marine traffic control system.

Application
Industry
• VTS companies are leading the world market centered in Europe. Recently, 28
institutes and companies in EU are participating and actively working hard to
become the leader in the future e-Navigation market shares.
• There are many problems for foreign adaptations of current Korean marine traffic
control system due to long-term controller requests and technological complexity.
Equipment development such as e-Navigation, which has direct correlations with
VTS, is actively being propel ed. VTS system has been developing for 7 years and
is in testing mode. The performance is higher or similar to other systems.
• US and Europe have the biggest markets, and national security preventing terror
surveil ance, smuggling, and coastal surveil ance are very important issues for
these countries. US and Europe market are expected to have a higher growth rate
than the world market, and 20% increase in China, India, and Southeast Asia
market is expected.
• If e-Navigation is produced, VTS system wil be the land station for e-Navigation.
Therefore, the VTS system will be additional y needed as a main land station, and
between 2010 and 2020, an accumulation of 30 trillion won wil be expected as
the market size (u-VTS technology development and marine wireless
communication infrastructure construction project planning research final report,

▶ GCSC
• Imports Norway product and uses
in control center operations.
• Started researching VTS, its main
business, for localization.
Is
developing radar tracking system
(VTS) with similar performance
conditions.
▣ Market Trend
□ Market Leaders
□ Technology Demand
US, Japan, and countries in Europe are very interested in VTS system and
related technologies are being developed and there are more
commercialization of these products.

▶ Applications
• VTS, radar signal processing / tracking system for VTS, sailing equipment
▶ Effects
• Marine traffic control market has a long history than other industries. The
market has a huge technology gap and high market size polarization between
the developed and developing countries, but future information sharing wil
quickly occur through developing countries such as poor Asian countries and
market growth rate is expected to be very high.
• US and Europe have the biggest markets, and national security preventing terror
surveil ance, smuggling, and coastal surveil ance are very important issues for
these countries. US and Europe market are expected to have a higher growth
rate than the world market, and 20% increase in China, India, and Southeast Asia
market is expected.
• In the next 10 years, if ships applicable for international agreement build e-
Navigation, the expected cost of the market considering al side-effects is about
145 tril ion won. Electrical, IT, and S/W related industries wil grow as a side-
effect of E-navigation built on ship and land.
